Schooling support for foreign children living in Japan! Part 1

Everyone, are you concerned about your children's educational environment in your life in Japan?

It is said that as of May 2021, about 10,000 foreign children living in Japan may not be attending school. The reality surrounding the education of foreign children and the need to create a system to ensure equal access to education is an essential topic.

In September 2019, the Ministry of Education, Culture, Sports, Science and Technology's first nationwide survey on school attendance of foreign children (FY 2019) revealed that approximately 20,000 of foreign children living in Japan may not be attending school. This means that approximately one in five (18.1%) foreign children living in Japan may be out of school.

This is said to be almost the same as in Sub-Saharan Africa (18.8%), which has the highest percentage of children not attending school (primary education) in the world.

Why are there so many children of foreign nationality out of school in Japan, a developed country?

Today, I would like to share with you some points to keep in mind regarding school enrollment procedures for foreign children.

In Japan, parents of foreign children are not obliged to enroll their children in school, but if they wish to enroll their children in public compulsory education schools, they are accepted free of charge in the same way as Japanese children, based on international human rights covenants and other regulations.

It is a fact that “when a child wishes to enroll in a public compulsory education school, the school accepts the child free of charge in the same way as Japanese children. However, the high dropout rate of children who need Japanese language instruction and their inability to pursue their desired career path or find employment are extremely worrisome issues in today's society, where the right to a quality education is an important part of an individual's social realization. In order for Japan to become a country of choice in the world, it is essential to have a high quality education.

In order for Japan to become a country of choice in the world, it is necessary to review the policy of excluding foreign residents based on the absolute standard of Japanese nationality, and the “right to education” should be guaranteed to children of foreign nationality. There, a set with the “right to choose education” that is commonplace in other countries, in other words, a set with the freedom to receive education that recognizes all educational institutions as schools and respects diversity, is essential.

It is the mission of adults to create an environment where children of foreign nationalities can receive education equally, even if they do not have Japanese nationality!

An environment where education can be received equally everywhere, regardless of nationality, is what Japan is all about! Let's do our best so that we can proudly say, “Japan” is the place to be!
